On April 20, 2017, Karam Al Dulaimi was at the Wadi Hajar market selling gas bottles when three gunmen belonging to the Iraqi army and government-affiliated militias approached him and asked him to accompany them to their military barracks to provide them with gas bottles. As witnessed by his family members, he was then ordered to get into one of their military pickups.
The authorities never clarified his fate and whereabouts despite the steps taken by his family. However, a former detainee informed them that he had seen Al Dulaimi in Al Faisaliah prison, Mosul, in January 2020. Human Rights Watch has documented torture practices in this facility, which is controlled by the Interior Ministry.
In April 2017 and January 2020, Al Dulaimi’s family enquired about his fate and whereabouts at the Al Faisaliah prison in Mosul, but to no avail.
On July 31, 2020, MENA Rights Group and the Iraqi War Crimes Documentation Centre requested the urgent intervention of the UN Committee on Enforced Disappearances.
